The involvement of foreign parties in Syria's political crisis is very clear, both foreigners in a regional context (such as Iran, Saudi Arabia, Qatar and Turkey) and in the global context (such as the U.S. and its allies, Russia and China).
My partner and I often describe this situation as a football match, involving multiple parties with different positions and different proportions. The goal is the same, to conquer the "opposing team" with many goals as possible.
After 18 months have passed, the game of "two great teams" in Syria at this time can be regarded as "still in the draw". Day after day, attacking each other between the two sides continues tough on all fronts, ranging from central defense, wing, to the attacker, even both teams coaches are often involved in the war statement to defend their respective teams. The same case is done by the supporters who just watch the fight on the field stands or even from the TV screen in their homes.
As in the world of football, the duel of two great teams always lack the referee, which is considered to be a "court" in the middle of the field. Similarly, more or less in the political crisis in Syria.
Kofi Annan for example, once appointed by the United Nations and the Arab League to officiate in Syria. In the end he resigned because he was not getting support from the relevant parties. Brahimi, who was appointed to replace Annan still too doubtful to be like Annan. Far from being a referee, who is coveted by all parties concerned, the fact is until today Brahimi can only hold a meeting after the meeting and issues a statement after statement without any concrete proposal to resolve the political crisis in Syria.
Of course, the Syrian political crisis is not a spectacle or entertainment such as football. And to you Turkey, I know you do not want to hit Syria with your own hands, but through the NATO's hands. If my assumption is true, it seems you have to be patient in the next few weeks to see "Syria is attacked" because you have to remember a little bit about the Political Mysticism in NATO's internal at this time, it's very different from last year's Libyan revolution. Moreover, the U.S. is currently preoccupied with internal political issues in order to meet the presidential election in November.
As usual, I sit impatiently in front of my partner, to gauge the reaction of the Syrian allies if they see Syria will be attacked. (A most comfortable place to watch the war is next to our loved ones. Dahling,... if I should have been in the maternity clinic at the time later, (to give birth to your baby) I've asked you to always tell me the current situation, including the possibility of Israel attacking Iran in late 2012 - early 2013.)
