There are two crucial period in the history of contemporary Russian nation, namely : in the period of transition from the breakup of the Soviet Union (1991-2000), in which democratic values increased, but the morality of the nation dropped dramatically in the middle of the large amount of sovereign debt of nearly 80 billion U.S. dollars and the presence of acute apathy towards legal certainty.
In the period of the 2000s, Putin attempted to revive the morale of the nation, along with the achievement of the main objectives in restoring the Russian economy. The main points of his thinking about the values, strategy and future development of Russia, among others are:
1. New strategies are needed to maintain Russia's national identity in the midst of rapid change in the world which is more open, transparent and interdependent.
2. To build a country, needs to have a spiritual, cultural and national self - determination. Without this, Russia will not be able to face internal and external challenges, and will lose in global competition. Pessimism has no place in this doctrine.

However, a more decisive development success is the quality of citizens and communities in terms of toughness quality intellectual, spiritual and moral, as well as the extent to which they identify themselves as part of the history, values and traditions of the nation. 4. Independence and spiritual sovereignty, ideology and foreign policy is an integral part of the Russian national character. Eurasian Economic Union is an opportunity for the countries of ex-Soviet to be independent of global growth center, do not depend on other regions. Thus, Russia should contribute significantly to the world in the 21st century.
Related to the economic field, Putin stated, "Along with the improvement in the world economy, it's time for Russia economic development is directed back into growth mode". Also the need for a structural change oriented to the improvement of productivity of human resources, the effectiveness of budget expenditure and reduction of production costs.
