In 1917 when the Bolshevik Revolution occurred -- and after that the civil war in Russia took place in 1918-1922 -- Russia managed to expand its territory by defeating you, Belarus, Azerbaijan, Gergia, and Armenia which eventually formed the Union of Soviet Socialist Republic. Russia's greatest achievement made its region became very wide and very large, so that Russia deserved to its the status as a superpower until the 1990s.
The Soviet Union' s xpansionist character in the past as if still exists to this day and live within Russia itself, and it is seen in its geopolitical strategy which is now done in more subtle way.
At this time you, Georgia, the countries of the former Yugoslavia and other CIS countries is the geopolitical and geostrategic tool for Russia in Central Asia and the European Economic Community. In addition, there are pipelines that connect Russia's oil and natural gas to Western Europe in your area. These pipelines across you, and become a place of transit gas deliveries before being distributed to countries in Western Europe. As we know, Russia's natural resources is one of the main and most important export commodities of Russia. For Russia it is necessary to guard it.
Besides it can be said that Russia still wants you and Georgia to be part of the CIS, because Russia still wants CIS will be NATO's balancer in the world.

Although Putin once said, "For us, Europe is a major trade and economic partners, and our natural, most important partner, Including in the political sphere," but Russia also still trying to maintain its sovereignty as a large state in negotiating its partnership areas with the EU (retaining complete souvereignty).
The two main elements of Russian foreign policy towards Europe was then underlying the formation of Partnership and Cooperation Agreement between Russia and EU in 1997 (which expired on 30 November 2007) and then formed a strategic partnership between the two political actors in 1999.
In its journey, Russia and the EU strategic partnerships continue to have ups and downs. Russia and the EU have a lot in common economic and political interests. However, on the other hand, the two political entities also have a variety of differences in the perception and implementation of democratic values, political standards, and law enforcement.
Since the signing of the PCA in 1994, PCA -- which serving various important points in managing relations between Russia and the EU -- has become a cornerstone for relations between them. Nevertheless, many analysts also y the pattern of relations between the two actors is more likely to be asymmetric. The EU is the main trading partner of Russia, while Russia is a major supplier of the EU's energy needs. In the trade field, for example, the total EU trade to Russia reached 125 billion euros in 2004 with the EU trade deficit by 35 billion euros.
Russia has been supplying the energy needs of the EU by 50 percent of EU gas needs and 30 percent of the EU crude oil. By 2030, Russia is estimated to meet 70 % of EU's total energy needs. In order to anticipate the negative implications the EU's energy needs to Russia, they have agreed to form a joint commission to discuss the price of Russian energy to conform to the world market prices, energy security, and technology transfer. The importance of energy in their relationship even formulated in the establishment of the "European Strategy for Sustainable, Competitive and Secure Energy" which will be integrated as part of a larger framework of cooperation of Russia and the EU.
Other areas of cooperation which have also received attention from Russia and the EU are working together in the field of internal security, freedom and justice, particularly in the aspect of terrorism, nonproliferation of weapons of mass destruction, organized crime, as well as the cooperation of the police and immigration. Various aspects of traditional security, particularly nontraditional, have become the focus of attention due to the economic, social, and political which relatively unstable in Russia, which has prompted the emergence of a variety of individual security threat in many EU countries.
The partnership between Russia and the EU also expanded into the areas of security policy that aimed to contribute to global peace and security. However, their dialogue in the field of foreign policy and defense was only recently reached the consultation level. This is mainly because the sharp differences of interests between Russia and the EU. Russia, for example, still wants its involvement in various forums that discuss the development of EU defense policy, especially that addresses the security environment in the countries of its former satellites and Soviet Union countries, such as Poland, Bulgaria, Moldova, and you.
Meanwhile, the EU rejected the Russia full involvemen in the EU defense policies, in particular ignoring Russia's proposal to establish an EU-Russia Council. Russia's proposal regarding the establishment of this council adopted NATO - Russia Council which previously been established between NATO and Russia.
Although it has many diverse forms of political dialogue between Russia and EU security, but in terms of substance the partnership between Russia and the EU in the field of security politics is still very weak. One major factor is the weakness of political cooperation in the field of security because a lot of disagreement between them regarding the form and scope of cooperation to be formed.
The partnership between Russia and the EU are now entering a period of transition. Carelessness of the two actors in re-negotiating their various strategic importance will only encourage this partnership into something that can block the EU and integrity and its patterns of relationship with the U.S.. Russia presidential elections in 2008 may be one of the main indicators to the direction of Russia and the EU relationship.
In contrast, the ability of Russia and the EU in synergizing their various strategic interests can be a motivating factor for the creation of a road-map for a more solid base for the future partnership.
