National Security is often viewed from three views: first, issue or national's security based on threat that see the National Security issues or threats of what is projected to threaten the achievement of national goals, such as economic crisis, separatism, armed rebellion, and so on.
Second, National Security can also be seen from the perspective of National Security Interests, ie the interests that must be met in order to achieve national objectives, such as maintaining the territorial integrity and sovereignty, to protect democracy and pluralism, and so on. Meanwhile, the third is national security seen from the safety aspect of what should be protected, such as national defense, public order, human security (individual).
Sometimes people get caught up with the conception of a National Problem with National Security issues, sometimes the two concepts are merged into one and the limits are not clear; within the gray areas.
Starting from hacking on the definition of national security as the starting point of the following discussion, the definition of National Security has increasingly shifted and changed in accordance with the development of national and global dynamics. For example, when viewed as a precondition of National Security, seen through the dimension of time, during the Cold War is seen as the condition physical protection of the country from external threats, or just like the security of Frederidck Hartman conception that sees security as "the sum total of the vital national interests of the state," then "National interest" is also defined as "something that makes the state is willing and ready to fight".
Conception of national security was redefined after the end of the cold war, no longer dominated by military force but rather an emphasis on inter-state conflicts, especially the territorial disputes that could harm integrity and national sovereignty.
In re purposing, National Problem is something that could be a concern in the life of society, state, and nation. So the scope of it is very broad, compared with a national security issue. Sometimes people often make National Problem developed into a National Security issue (securation). Indeed, it could happen if eligible, for example, can't be dealt with institutional/departmental and taken over by the president by issuing regulations to address it, resulting in the restriction of citizens rights.

I understand why some 2012 presidential candidates are tempted to exploit intolerance, because of negative attitudes toward Islam among the citizens of Republican Party is higher than the overall national trend, according to Brookings poll in September 2011. But this is also an opportunity for candidates to show that they are really the statesman, that they understand the spirit of the U.S. Constitution and that they are determined to uphold the constitution, regardless of what is recommended by the campaign strategic's advisory.
The presidential candidates do not have to obey the follower that being the lowest. Many political leaders and non-Muslim religions, whether clergy or laymen, have been engaged in a systematic dialogue with Muslims in recent years. Many of them have to defend their fellow Muslims and Muslim Americans in general when the Islamophobia occurred, and usually in opposition to the mosque or misguided accusations of the Muslim leaders.
The ranks of conservative leaders also met by the leaders who are aware, as Governor Christie and evangelical Christian pastor Rick Warren, who has managed to establish good relations with American Muslims. Warren, who heads a large church in southern California, spoke at the annual conference of the Islamic Society of North America in July 2011, although he was being criticized. At the conference, Warren called on Muslims and Christians to work together.
The candidate of the Republican Party should follow the example of these leaders and their expertise. By demonstrating the ability of class statesman in the fight against intolerance, the result will be good for the campaigns of candidates, as well as for inter-American relations in general. In the competition for the presidential nomination, of course, some candidates will portray Islam and Muslims in a negative way to boost their popularity among the people who they consider to have a sense of suspicion against Muslims or Islam. Manifestations of Islamophobia today is the impact of a highly complex series of events and the narratives that arise as a result of these events.
Why do not they show more of their potential in performing their duties to combat the intolerance? Well, especially if the assumption is correct that America is based on the ideals of religious tolerance, pluralism and democratic freedoms.

The obligation of the international community is a new understanding of the doctrine of humanitarian intervention that has been linked as a right.
This is the dilemma of humanitarian intervention. On the one hand, the question arises, do the international organizations have the right to impose their opinions without any mandate from the UN, but what about human rights violations carried out continuously and systematically?
Violate the principle of sovereignty can be sure will lead to a dilemma for countries experiencing humanitarian conflict. On the one hand, the state wants to maintain its sovereignty to resolve the country's own problems without interference from other countries or international organizations. But on the other hand, if the conflict becomes proacted and casualties, then the human rights issue would be the reason for other countries or international organizations to intervene. Dilemma situation is a matter of controversy between humanitarian intervention with the principle of sovereignty.
