Russia already has a deep relationship with Syria, with an embassy in Damascus, a consulate in Aleppo, and its only Mediterranean naval base in Tartus. Russia was criticised earlier in the year both for promising to veto any sanctions against the Syrian government and for continuing to supply large amounts of arms to the conflicted country. Russian exports to Syria were worth over a billion dollars in 2010. As of 2011, Syria's arms contracts with Russia were worth at least USD 4 billion.
Speaking with Mursi, Lavrov offered assurances that all five members of the UN Security Council were committed to pushing both the Syrian government and opposition fighters to a ceasefire and towards peaceful negotiations. Some analysts say Egypt's main goal in the talks may have been to put Cairo back on the map as a leading player in regional diplomacy.
Meanwhile, Syrian opposition groups have gathered in the Qatari capital, Doha, for key meetings on how to form a more united front against President Assad, in a move which could reshape the Syrian National Council into a possible government in exile with strong Western backing. But rebel forces have previously criticised the SNC for being out of touch, and Western governments are hesitating to offer deeper support over worries that anti-Assad forces may have been infiltrated by global jihadist elements.
