This episode films patrols along China's border with Kazakhstan, Party meetings, officials in Tibet trying to impose authority at the grass-roots, a village election, and a corrupt embezzler in prison, reprieved from a death sentence. Chinese people throughout, from farmer to Minister, speak frankly about the problems the country faces and the ways forward. The Party attracts eager young recruits and is trying to re-invigorate its older members. They visit sites of communist achievement, like the Red Flag Canal, hoping to be inspired by the revolutionary zeal of the past. "If all Communist officials today were like those who built this," one Party member exclaims, "the Communist Party would rule forever."
Since 1987, village elections have been part of political life in rural areas. Elections were introduced to cities later. To westerners, the idea of "democracy" in a communist country might seem disingenuous at best, a sham at worst. As Suzanne Ogden, a professor at Northeastern University, a research associate at Harvard University's Fairbank Center for East Asian Studies and author of Inklings of Democracy in China (Harvard University Press), explains, local elections play an important role in engaging everyday people in decisions that affect their community. In villages run by clans, illegal societies, or corrupt officials, however, voting simply reinforces long-standing power structures. (VIDEO)

Fidel Castro and Hugo Chavez played a vital role in bringing peace to the Colombian government and the FARC guerrilla group, to be able to sit down together for peace talks in a bid to end a protracted civil war in Latin America. This breakthrough is the key, after nearly four years of negotiations between the two sides deadlocked. The opportunity came during the visit of the President of Colombia, Juan Manuel Santos to meet Chavez and Cuba's Fidel Castro.
It was the first meeting between the two sides in Havana, facilitated mainly by Cuba and Norway with support from Venezuela. Officially, President Santos went to Cuba to discuss American summit. But the purpose of that trip was to discuss peace initiatives. Furthermore, Santos decided to take steps to recognize that an "armed conflict" are taking place in his country, and this initiative has been driven by Chavez since 2008. The move comes in conjunction with the announcement of the FARC to end kidnapping, one of the five prerequisites of peace negotiations that have been set by Santos.
FARC and the government has been fighting since 1964, with one of the problems of the monopoly in the production of coca in the controlled areas, it will also be on the agenda in the best opportunity to realize the end of a prolonged war through negotiation. The Colombian government sent a delegation composed of retired military generals and representatives of Colombia's business elite, whose presence is expected to help negotiate the peace agreement between the warring parties. Interpol has also been suspended for the leaders of the FARC in order to make it possible for them to travel to Oslo without fear of arrest.
After the failure of recent peace talks foundered 12 years ago, the main agenda discussed was the FARC agrarian reform issues, political participation, disarmament of the guerrillas and paramilitary issues that have attempted to thwart any agreement in the past. Disclosure on Cuba's key role in organizing support for conflict resolution is the culmination of the stalemate of the peace process initiated since the era of Alvaro Uribe. At that time, Santos served as defense minister. Contacts continued for four years, although during the military operation had resulted in the death of FARC leader, Alfonso Cano in 2011.
Talks began amid warnings from observers and the parties, that there was a serious threat from the people on both sides of Colombian politics, those who might try to derail the process of negotiation by force. Negotiation was the best conflict resolution.
Santos Government has enacted a new law for land reform and restitution of victims. President Santos is a pragmatist. He has delivered a framework to Congress for a deal. Colombia has been moved to the post conflict phase. Now the time is right. FARC has got a historic opportunity - perhaps the last - to end the conflict with dignity; to go down in history and say they are fighting for social justice. To say they are fighting for agrarian reform. I want to see the attitude of 'Timochenko' (Rodrigo Londono Echeverri) who took over command of the FARC after Cano's death in 2011, just as we have seen Gerry Adams in the Northern Ireland peace.
My partner followed the history of the Colombian peace negotiations, wrote in his little book next to our bed, said, "...I have watched all previous negotiations and I am optimistic and believe this time there's a real seriousness on both sides that has not happened before."
I write my questions down his writing, "So?"
He replied, "In the past, the FARC always asked the demilitarized zone as a prerequisite and this time they do not do that. Four years ago they started to release prisoners and stop military and civilian population abduction. Obviously they want to talk, and they sit at the negotiating table despite three senior leaders were killed, including Alfonso Cano."
"What about Santos?", this time I did not write anymore, but half shouted from inside our bedroom. After answering my question by writing, he headed for the kitchen. I knew what he was looking for. Two glasses of coffee! I knew what he would do with two cups of coffee. Making coffee milk!
"Santos is firm," he responded by shouting too."... And he is also a former Minister of Defence in the era of President Uribe. They encourage physical wars that kill the leader of FARC. Now Santos have come to the conclusion, that only negotiations can provide a logical resolution". He also warned of the risk of violence during their peace talks, particularly from the right wing. At least, he said from the paramilitaries who although officially disbanded but still remained active and powered by elite sectors of society.
"So?" I wrote my question below his previous writings. He had prepared two glasses of coffee milk for us. I knew which cup had more milk than coffee. My glass!
"What's different this time", he said," is that both sides have come to share many ideas, that the end of the peace talks is the end of the conflict".
