A RUSSIAN billionaire was being held by French police last night on suspicion of procuring prostitutes for his wealthy friends.
Mikhail Prokhorov, who has been dubbed Russia's most eligible bachelor, was arrested for flying young women from Moscow into the French Alpine resort of Courchevel to join his party for their holidays.
Mr Prokhorov was arrested at the Hotel Byblos by a team of 50 officers. He told police he had brought the women over because he enjoyed the company of clever, beautiful and young female companions. Seven Russian women aged about 20 were released without charge.
Mr Prokhorov, 41, is chief executive of mining giant Norilsk Nickel. He is rated by Forbes magazine as the 89th-richest man in the world and the eighth-richest Russian.
He is a regular among the Russian millionaires who flock to Courchevel to celebrate the Orthodox New Year. Large numbers of young Russian women always arrive with them to share in the celebrations, which culminate this year at the weekend.
A total of 26 people were arrested in the hotel raid on Tuesday. All have been released except seven Austrian travel agency employees, Mr Prokhorov and two executives from Norilsk Nickel.
Xavier Richaud, the prosecutor of Lyons, who is heading the case, said a decision would be taken tomorrow on whether to charge Mr Prokhorov with procuring. Eight Russian women were flown in to Courchevel last week and eight this week, Mr Richaud said.
He said Mr Prokhorov had "taken charge of all the expenses of these girls: he pays for the hotel, the restaurant, nights out, clothes. The question is whether they have to give something in return". It had been established, Mr Richaud said, that the women were not professional prostitutes, nor working for a prostitution agency.
Some Russians in France said the police were being meddlesome or naive in assuming that young women who flocked to rich men were automatically prostitutes. "These are good-time girls who enjoy the good life," a Russian expatriate in Paris said. "It's been like that since the beginning of time."
When told of Mr Prokhorov's arrest, Nicolas Sarkozy, the French presidential hopeful, replied: "There's a man who wants to please."

Russia's reputation as the world's largest crude oil producer in the last six years it has fallen, following Saudi Arabia's oil and gas volume that penetrates the highest level in 31 years.
Joint Organization Data Initiative (JODI) expressed Saudi Arabia's crude oil exports rose 3% in March, its highest score in the last 5 years following the crude oil shipments from Iran.
Volume of Saudi Arabia's oil production was 9.923 million barrels per day in March, up 0.7% to the second highest level since 1980, according to the data. That number has exceeded Russia's performance, at 9.92 million barrels per day for the first time since February 2006.
JODI (based in Riyadh) is affiliated with the International Energy Forum (IEF), compiling data from the governments of oil producing countries of the world. IEF itself is a group of accountants from countries that the majority of play in 90% engaged in the production, supply and demand.
Russian Energy Minister himself estimated the production of the country has reached 10.36 million barrels per day in March. However, based on JODI's calculation --- from the numbers listed in the Asia Pacific Economic Cooperation as well as four other data sources that are not described in detail --- Russian production is the accumulation rate of the volume of crude oil and condensate.

The United States does not have a problem if if Al-Qaeda to use brutal tactics including bombings that claimed the lives of civilians, as long as they continued to cause instability which will eventually overthrow the government of Bashar Assad. United States and the Gulf Cooperation Council (GCC) are looking for reasons to intervene in Syria.
This intervention has the potential to position the Al-Qaeda at peak power. What should be concerned about the U.S. and the Arab is the possible emergence of new powers that have never before seen in Syria, if they launched an intervention in Syria.
Just as happened in Libya. Foreign intervention in Libya is not an antidote to the crisis in the country after the fall of Gaddafi's regime. But the U.S. officials insist on looking for opportunities to be able to go into Syria, although they do not receive public support, at least there will be negative consequences of such interventions.
Obama administration and Republicans in Congress harbor a great desire to ignite a new war, though it will be strongly opposed by the public. United States and its allies will continue their armed intervention and do not care about the reforms sought by the Assad regime. The Syrian opposition groups are also not keen to seek a peaceful solution to the crisis, because if a solution exists then they will not be useful anymore.
Hmmm .... It is fun to imagine the United States and Al Qaeda are in one front. Both parties mutually believe that they can work together to control the current and each other. For example, Al-Qaeda now think they can enter into a coalition with the United States or other secular forces, but later they will seize the power. On the one hand, the United States also thought for a while they can harness the power of Al-Qaeda to topple the Assad regime, but after that Al-Qaeda will also be suppressed. Ehhehehe ....

Panopticon - Wikipedia, the free encyclopedia
The Panopticon is a type of institutional building designed by English philosopher and social theorist Jeremy Bentham in the late eighteenth century. The concept of the design is to allow an observer to observe (-opticon) all (pan-) inmates of an institution without them being able to tell whether or not they are being watched. The design consists of a circular structure with an "inspection house" at its centre, from which the managers or staff of the institution are able to watch the inmates, who are stationed around the perimeter. Bentham conceived the basic plan as being equally applicable to hospitals, schools, poorhouses, daycares, and madhouses, but he devoted most of his efforts to developing a design for a Panopticon prison, and it is his prison which is most widely understood by the term. Bentham himself described the Panopticon as "a new mode of obtaining power of mind over mind, in a quantity hitherto without example.

Jan Pepijn Servaas : There's no relationship - between the people or nation - that can work well when unbalanced forces have been emphasized and if the finances appear to control the daily interaction. No relationship can succeed without the appreciation of honest and true to the interests and concerns on all sides.
Pranay Suresh : I think the peace in region which is a vital goal, although it is elusive but it needs to be built with the emergence of Pakistan as an involved and committed partner, and the US attitude to treat Pakistan as a partner in this effort. The peace can't be achieved without overcoming the core issues related to regional and military conflicts. Human development in the region is equally important, and the active involvement of Pakistan is also quite vital.
Astrid Adrienne :I agree with you both. The U.S. needs to reflect on its attitude towards Pakistan, not just in the field of diplomacy and military cooperation, but also in all areas. It deserves to be pitied, but perhaps this is not surprising that the U.S. often seems to be the bully, or at least becomes "rich and snooty friend", but deaf.
Jan Pepijn Servaas : So,...is this the time to look carefully and explore how the two peoples and governments who are very confident, large and complex can move forward together to build their relationship again?
Astrid Adrienne : I think so. The first step to improve relations is to recognize the mistakes made and committed to resolve the major issues in a peaceful and fair. The second step includes a willingness to listen well, and it certainly demands the involvement of many parties. The Americans can at least ensure that those who work in Pakistan, either in the Foreign Office or in trade, NGOs or the military, make a serious effort to understand this fascinating country, including history, religion, culture and its inhabitants. I hope the people who have the capacity and responsibility to do that, take a pause, reflect and see clearly what is needed to rebuild a relationship of mutual respect, honest and honorable, which is necessary and should be maintained by both nations. Desperate actions and walking carelessly from one crisis to another crisis should be subject to a series of relationships with long-term vision. It should involve both governments with respect and caring to discuss the sensitive topics: ensuring that assistance is really right on target and that the insights and local sensitivities are sincerely appreciated. And the private actors, universities, businesses and NGOs should be the trusted partners. It is difficult, but it's possible - and even it should be.
