Pentagon wants to stem the Chinese military | Between the Eagle and the Dragon |

Hillary Clinton's latest series of tours took her to the Cook Islands, Indonesia, China, East Timor, Brunei, and Russia. Some analysts believed the tour was part of the U.S. strategy to suppress the China's influence.

 In Southeast Asia, China's presence is visible through investments in a number of countries, such as Cambodia. China's investment in Cambodia last year alone has already reached U.S. $ 1.9 billion, or 10 times more than investment amount disbursed by the U.S.. Chinese influence also reached the South Pacific region.

Based on the record of the Lowy Institute, based in Australia, China has disbursed a grant of more than U.S. $ 600 million since 2005 to countries in the South Pacific. "The Effect of China extends to the South Pacific region.

"Growing economic interests and the search space in foreign countries is a consequence of China as an emerging power," said senior researcher of the East-West Center in Hawaii, USA, Denny Roy. In order to stem the influence of China, Clinton pledged the investments worth U.S. $ 32 million and defense partnership to the South Pacific countries.

Pretext used by the U.S. to stem the influence of China -- as quoted by Reuters last week -- was to resolve conflicts in the South China Sea between China and Southeast Asian countries.

"We do not want to see the conflict in the South China Sea or anywhere else solved by intimidation, by violence. We want to see them finish it at the negotiating table," said a spokeswoman for the U.S. Ministry of Foreign Affairs, Victoria Nuland  in a press briefing on Clinton's visit. "Consistently  we ask for transparency of China's military posture's improvement."

This was reiterated by Clinton while attending the summit Oceania countries in the Cook Islands on Saturday (9/1). "In the Pacific, we would like to see China to act in a fair and transparent."

Instead of criticizing, Clinton said the U.S. wanted to play a positive role in navigation and maritime security issues in the Asia Pacific region. Asia security expert from the Australian Defence Force Academy Carlyle Thayer judged that things done by Hillary's U.S. strategy was showing their influence.

"She (Hillary) shows that the U.S. is engaged in the Asia-Pacific region, practically by appearing in multilateral meetings, contributes, listening, and adopts the smooth initiatives, "said Thayer in Canberra, Australia, last weekend.

Much earlier, U.S. President Barack Obama with Secretary of Defense Leon Panetta declared the U.S. would shift its majority of naval ships to Asia. Pentagon said as many as 60% of naval power would be in the Asia Pacific region in 2020. Moreover, the U.S. was looking for a base to build a missile defense.

ASEAN is another important partner to be towed by the U.S. to curb China. Moreover, the existence of territorial dispute between China and four ASEAN countries --Vietnam, the Philippines, Brunei, and Malaysia -- is the entrance for the U.S. to tie the alliance.

Therefore, the  U.S. senior foreign ministry officials indicated their outrage over the incident at a meeting of ASEAN foreign ministers in Phnom Penh, Cambodia, July 13. At that time, the ministers failed to produce a communiqué to draw up Codes of Conduct  in the South China Sea because of Cambodian's rejection.

"I want to underline the importance for countries to discover how to deal with China. It's not a matter of geo strategy. It's a matter of geography. We are interested in the centrality of ASEAN, ASEAN unity, and ASEAN which has the goal not only to attract a partner, but also makes clear that the certain rules, such as diplomacy ordinances is obeyed, "said a senior official of the U.S. Ministry of Foreign Affairs in a press briefing, recently.

Various strategies have been taken into consideration for the U.S. Department of Defense when President Barack Obama wants to shift U.S. focus from the Middle East to the Asia Pacific region. Starting from making naval Australia (near Perth Town) become the basis of aircraft carrier battle groups; permanent relocation for the 12 B-52 jet bombers to Guam, U.S. region within about 1800 kilometers from Jayapura, Papua until to move the 4700 U.S. marines from Japan to Guam.

New strategic plan is to put advanced radar called X-band on an island in the south of Japan. Radar will strengthen the perception of similar devices placed in Aomori Prefecture, northern Japan, since 2006.

"The focus of this strategy is to North Korea," said Steven Hildreth, a missile defense expert
from the Congressional Research Service. "In fact, we also want to be aware of China's great power in the region, in the long run."

Based on the most sophisticated Pentagon report on China, China is now storing about 1000 to 1200 close-range ballistic missiles pointed at Taiwan. China also is developing long-range missiles capable of hitting the moving ships as far as 1500 km. X-band radar manufactured by Ray-theon is plotted to track missiles in China, so the U.S. has time to set up missile deterrent.

According to Steven Hildreth, the X-band placement will at least soothe the U.S. allies -- Japan, South Korea, and Australia -- in the Asia Pacific region. However, Jeffrey Lewis who served as director of East Asia nonproliferation studies at the Monterey Institute of International Studies, California has warned the U.S. that the X-band will create an open conflict with China.

"If you put a radar in Japan and the other in the Philippines, it's like a circle of Taiwan. Actions such as to ensure the protection of  Taiwan," said Lewis.

Besides putting the X-Band, the U.S. is likely going to increase the number of marines in Okinawa, Japan before moving them to Guam. 15 thousand personnel --- based on the U.S. Pentagon official sources --- will be increased to 19 thousand personnel. Furthermore, according to the Congressional Research Service and U.S. Navy officials, the United States will increase the number of ballistic missile defense ships from 26 units to 36 units in 2018. As many as 60% of the fleet will be sent to the Asia Pacific region.

Looking for the meaning of silence

Silence becomes a most sought when the mind is saturated with a variety of problems, or the body is too tired because of work demands. Maybe that's why the community or the people whose lives have been established look for "silence" on the weekends or during periods of leave.

The silence may be found in the homes of retreat, family villas, or simply visit to the tourist attraction. There are also those who like to visit the village, for a flashback to childhood, to bathe in the clear river water, enjoying a backyard full of fruit trees.

In the village, meet old friends, or just sit and reflect, reconstruct the conditions of the village in the past with its progress that has been achieved in the present. This is the sort of excursion into the past which is so exciting!

My partner --  who does not understand why I always suggest to us both for silent for a moment, for example, when each of the two of us needs to be alone, but we do not really want to be alone -- asked, "Arrgh... honey, actually, what is the meaning of silence? Do you think by creating an atmosphere of silence then a clearer mind, emotions can be muted, and wisdom can be achieved?"

He asked with his polite posture, looked wise; but at that time I was looking for something unseen. Silence.

If he kept asking and I kept answering all his questions, then everywhere between us would no longer silence. If I want a bit of silence between us, then I should not answer his questions. My partner is a man who will always ask about anything if he does not find a match between what he knew with what he had just learned. Even after we had sex and ---perhaps--- reaching orgasm together, he would still ask in a whisper with eyes demanding honesty, "Do you love me?"

I do not know. But what is clear is "silence" in broad sense can be interpreted by a variety of events. Silence can be interpreted as a time when the seconds before the job loss, loss of hope, despair, sadness, anger, or perhaps when we are facing in the agony.  It can be felt when our reliable people suddenly leave us, or when we have to bear a great responsibility and some important decisions have to be taken, as well as the job of a leader.

"If they become the leaders, maybe they will feel lonely," I wrote these meaningless words on a piece of paper, then he clamped it with unimportant scrap of papers on his desk.

A pal said, "God says through failure." Failure is another silence that can hit anyone. Silence can lead someone on "misguided thought", or otherwise on such policy ever requested by Solomon.

Maybe he's true. God does speak through our failures. In a failure's atmosphere, it seems necessary to create a silence, so that different sounds can be heard; such as voice with evaluation tone, reflections, predictions, and even the steps that can be taken to get out of the failure's aura. At the same time, usually appears a "different voice", which should be heard in a truly silent atmosphere. The bedlam could drown out other noises, so it will not be heard. Another voice comes in a variety of options, ranging from the most likely choice to be taken, up to a rather improbable. Now I miss the silence. Are you also?
